When someone first connects to a game and they start in spectator mode, is there a way to set where that camera position starts and where it's pointing?

Try info_intermission. From what I understand they work almost the same way as trigger_cameras except that they don't need to be triggered. Again, as I understand it, you place an info_intermission and set its "target" to an info_target which will set its angles to point at it.

I don't know about making info_intermissions pointing at moving targets, but if they are based off of trigger_cameras it should work the same way.

By the way, I'm fairly sure that HLDM will pick an info_intermission at random if you place more than one, just something to keep in mind.
